  1. It was the standard piece ot test equipment used by the British post office engineers to measure the resistance of telephone cables to check for faults, when the phone system didn’t use electronics and digital multimeters didn’t exist.

    At that time, the British Post Office was the only company in the UK that provided a national phone network, as well as delivering paper mail. Later it split into two companies, Royal Mail (paper mail etc) and British Telecom (phone network).
