  1. No tax liability for how many years?
I think that you have to apply for exemption from submission of returns and get it approved

  2. Filing ITR on-line and paying tax on-line are 2 different issues.

You 1st pay taxes either physically or on-line and then you submit ITR.

An assessee with no tax liability can file ITR on-line or in hard copy.

  3. The effiling of returns and epayment of taxes both are different things and compulsory for Company assessee, Persons liable for audit u/s 44AB of Income Tax Act, Societies and persons calamining exemptions under different sections like 10 of the Income Tax Act. For other Assessee efilling of returns and epayments of taxes is optional not compulsory. He can do so with his willingness it is not binding on him.
So effilling of returns and epayment of taxes have no connection with the tax liability.
