can i pay post office ppf through netbanking? what is the procedure of converting into netbanking in postoffice ppf rather than cheque payment

I don't think it is possible.

State bank of India (SBI) allows to invest in PPF online. For that, either one has to open PPF account in SBI branch or shift existing PPF account to SBI.

For that, one also has to open savings account in SBI; and then opt for netbanking.
