But is a joint one and one party is not agreeing to sign for trfr.wat to do??

now that the first paty has signed the trfr docs , will he be able to trfr the account or close it . Wat is the option left for him , as the case seems to be a disputed one.

You can't close / transfer the joint account only with one account holder approval. Both of them MUST sign all the documents as required. Talk to the branch manager and tell all the reaosons. The only way left after that is the legal way.
