You haven't specified whether you want to invest for retirement or for any other short term goal.

Investing 3000 per month in ppf will give you an interest of 8% while doing same in a recurring deposit or in anyother scheme in which interest on amount is reinvested won't return that much.

So, If you are investing for retirement or long term goal (say 15years or so) then go for PPF.
